About the District

The Four Mile Ranch Metropolitan District Nos. 2-4 (“Districts”) are quasi-municipal corporations and political subdivisions of the State of Colorado organized and operating pursuant to Article 1 of Title 32 of the Colorado Revised Statutes. A metro district is a type of special district that provides at least two different types of services. Metro districts finance the public infrastructure necessary for residential as well as commercial and mixed-use developments. 

The Districts were formed in 2003 to finance the construction, installation, and operation of public improvements, including water, parks and recreation, sanitation, streets, safety protection, and storm drainage for the development. The Districts are located entirely within the boundaries of the City of Canon City, Fremont County, Colorado

The Districts are authorized to impose taxes and/or fees to pay for debt service and ongoing maintenance.  Pursuant to the Consolidated Service Plan for Four Mile Ranch Metropolitan District Nos. 1-4, the Districts’ total aggregate amount of debt is limited to $43,905,000, in conjunction with District No. 1. The Maximum Debt Mill Levy is 50 mills, subject to adjustment.

The Districts are served by a five-member Board of Directors, who are elected at large to four-year staggered terms.  Regular Director Elections are held in May of odd-numbered years.  Eligible electors may submit a Self-Nomination and Acceptance Form if they wish to run for a seat on the Board.  The next election is in May of 2027.  Information on obtaining and submitting a Self-Nomination will be provided beginning January 1, 2027.
